香港文匯報訊 機場管理局最新公布,去年香港國際機場飛機起降量及客運量創下年度紀錄,而貨運量亦有穩健增長。期內,香港國際機場飛機起降量按年上升5.文件倉8%,達37.204萬架次;客運量超過 5,990萬人次,增加6.1%;貨運量則增加2.4%至412萬公噸。機管局行政總裁許漢忠表示,去年共有20個新停機位投入運作,另有8個將於今年投入運作存倉中場客運廊及相關設施建造項目如期進行,預計明年底投入運作。單計去年12月,飛機起降量為3.283萬架次,同比上升6.6%,打破去年8月創出的單月紀錄;客運量增6.1至近530萬人次;貨運量與上年度同期相若。機管局表示,客運量增長受本港居民外遊及訪港旅客人數分別增長13%及6%帶動。貨運方面,進口及出口貨運量增加1%;轉口貨運則減少6%。儲存

學承電腦短期補習班桃園分班一名學員投訴,業者同意她解約並向銀行取消當初申辦用以繳交10萬餘元學費的信貸,還收了協助辦理取消信貸的手續費500元,卻拖延3個多月還回覆學員仍在跑流程中,讓她氣得急跳腳。對此,學承電腦短期補習班未回覆。桃園縣教育局指出,業者恐違反「桃園縣私立短期補習班設立及管理規則」,會要求限期改善。消保官指出,補習班既已收取手續費,就不應延宕處理。投訴組 桃園縣余小姐說,去年中大學剛畢業找工作時,順便瀏覽學承電腦官網,對業者標榜政府補助,提供免費電腦課程很心動,便於去年8月底親赴學承電腦短期補習班桃園分班了解詳細資訊,經服務人員說服後決定報名「101專案電腦培訓班」,並簽立課程契約書,及支付10萬9000元學費的信用貸款申請文件。 學員憂留不良紀錄 不過余小姐說,由於正式開課前她已經找到工作,常忙到晚上8時以後才下班,因而從未上課過,但她多次向桃園分班要求解約,直到去年10月7日業者同意協助她辦理取消信貸,還收了手續費500元,並開立收據,原以為就此可放下心中大石,不料後續仍接獲催討信貸電話。本月初她再度多次致電學承詢問進度,對方僅告知還在跑流程中,她怒批:「要是害我留下信用不良紀錄怎麼辦?」對此,記者多次聯繫學承總公司及桃園分班,業者皆稱會由專人回覆,不過至本月15日前,業者均未回覆,也未解除余小姐信貸。 7天內沒完成違法 桃園縣教育局終身學習科科長辛采芳表示,桃園分班已經收了取消信貸手續費,但未在7天內協助學員完成取消信貸業務,恐違反「桃園縣私立短期補習班設立及管理規則」,將要求限期改善。桃園縣消保官羅明堂表示,補習班既已收取500元手續費不應怠延,若遲未善後,民眾可向消保官申訴,手機或市話撥打1950。 【補習權益自保注意事項】 1.購買課程前,詳查補習班是否合法立案2.簽訂定型化契約,載明上課時數、科目、地點及師資等事項3.衡量付款能力,不要輕易簽立信貸合約4.發生糾紛爭議,可向各縣市政府教育單位申訴資料來源:《蘋果》資料室迷你倉出租

罰得違法排汙者肝兒顫
大氣汙染防治條例草案提高違法成本 不年檢車輛上路加罰500元備受關注的《北京市大氣汙染防治條例(草案)》昨天接受700多名市人大代表審議。草案首次將降低PM2.mini storage5作為防治目標納入立法,同時,“不設上限處罰”、“停車3分鐘以上熄火”、“排汙權交易制度”等此前引發熱烈爭論的條款均擬納入立法。22日,草案將提請人代會表決,表決通過後,法規即可實施。關鍵詞:PM2.5降PM2.5濃度首納入立法“本市大氣汙染防治,應當以降低大氣中的細顆粒物(PM2.5)濃度為目標,實行汙染物排放總量和濃度控制。”這是市人代會審議的大氣汙染防治條例草案總則中的一句話。與此前經過三次審議的法規草案相比,法規草案再現新亮點,首次將以“降低PM2.5作為大氣汙染防治目標”,納入立法予以明確。市人大常委會法制辦主任李小娟介紹,此前三次法規審議並沒有將“降低大氣中的細顆粒物濃度為目標”寫入立法,但在審議過程中,不少代表提出,應該對防治有個具體目標,到底“敵人”是什麼,所以這一次將“降低細顆粒物濃度作為目標”寫入立法。關鍵詞:停車熄火8類地區“停車3分鐘熄火”草案規定,本市鼓勵環保駕駛,減少機動車汙染排放。在學校、賓館、商場、公園、辦公場所、社區、醫院的周邊和停車場等不影響車輛正常行駛的地段,機動車駕駛員在停車三分鐘以上時應當熄滅發動機。事實上,“停車超3分鐘熄火”自提出以來就一直備受市民關注。去年10月,市人大法制委員會召開了立法聽證會,就“停車超3分鐘熄火”的可行性進行立法聽證。9位聽證陳述人中的絕大多數都對倡導推行停車熄火制度表示贊同,認為這一措施可以有效減少機動車汙染排放。但也有人就倡導推行還是強制實行並設處罰提出了不同觀點。人大法制委員會與相關立法部門進行了認真研究,查閱了香港、台灣地區和美國、日本等國的相關立法制度,綜合了多方面意見。最終認為,該條例在規定倡導實行停車熄火的基礎上,對於特定區域應當要求駕駛員在停車3分鐘以上時熄滅發動機。但考慮到“重在引導公民自覺踐行環保駕駛”,並未設定相應處罰。關鍵詞:排汙指標排汙權交易制細則正在研究“本市在嚴格控制重點大氣汙染物排放總量、實行排放總量消減計劃的前提下,按照有利於總量減少的原則,可以試行大氣汙染物排汙權交易制度。”“排汙權交易制”納入立法可謂“一波三折”。此前, 在草案三審時,“排汙指標交易制”一度被刪除,這條再次出現在人代會審查草案中。李小娟介紹說,此前一些代表認為,現在治理大氣汙染的任務應該是快速減量,認為“排汙權交易”還沒到時候,但是再次討論的時候,大家認為,在控制重點大氣汙染排放總量的情況下,還是可以實施排汙權交易。李小娟透露,目前市環保局正在研究相關實施細則。關鍵詞:惡意違法要讓違法成本高于違法獲利草案中,罰則占到了總條款的30%左右。其中,對於惡意違法、多次違法加大了處罰力度,規定了“加倍處罰”和“上不封頂”。根據草案,除機動車停駛、機動車進入限行區、違規燃放煙花爆竹等由公安機關依據有關規定予以處罰等個別行為外,絕大多數違法行為,尤其是惡意違法、多次違法的,包括在禁止區域內露天燒烤,均適用處罰“上不封頂”。“違法成本要高于違法獲利。”這是此前草案討論中,人大代表一致達成的共識。草案二審時,就有人大代表提出處罰應“上不設限”,此番草案保留了這一處罰方式。據儲存人大介紹,涉及這些條款的指導思想就是要提高違法成本,即排汙成本要高于治理成本,使排汙者不敢排汙,起到法懸人懼的作用。同時也考慮了“過罰相當”和“可操作、可執行”原則。據市環保局初步測算,設定的處罰條款基本都高于治理成本。關鍵詞:車輛年檢車輛不年檢上路加罰500元草案罰則部分對幾處處罰條款進行了修改。其中規定,逾期未進行機動車排放汙染物定期檢測的,由環境保護行政主管部門責令改正,每超過一個檢測周期處罰500元。這就意味著,今後未年檢車上路,要受到交管局和環保局兩個部門的“雙重處罰”。根據道路交通法的規定,交警會對未年檢車上路罰款200元扣3分。若大氣草案出台後,假如一輛未年檢車上路,被環保部門和交管部門發現,將會面臨最低700元的罰款,比過去多兩倍多。另外,草案規定,如在用機動車排放汙染物超過規定排放標準,要對機動車所有者或使用者處300元以上3000元以下罰款。■其他亮點控制人口規模納入大氣立法草案將控制人口、減少生活需求帶來的汙染納入立法,規定市政府應當完善和落實城市總體規劃,控制人口規模,優化空間布局,合理配置產業、教育、醫療等資源,減少生活需求帶來的汙染。違法企業要向社會曝光草案中規定,對違反環境保護有關法律法規,汙染大氣環境,受到相應處罰的企業及其負責人,由環保及相關部門向社會公佈曝光,並納入企業信用系統。同時,為便於公�監督,草案規定,市環保行政主管部門負責確定重點汙染源單位目錄,並依法向社會公開其向大氣排放汙染物的監測數據信息。焚燒�稈露天燒烤被禁草案中規定,任何單位和個人不得進行露天焚燒�稈、樹葉、枯草、垃圾、電子廢物、油氈、橡膠、塑料、皮革等大氣排放汙染物的行為。任何單位和個人不得在政府劃定的禁止範圍內露天燒烤食品或者為露天燒烤食品提供場地。居民樓禁建餐館幹洗店草案規定,在居民住宅樓、未配套設立專用煙道的商住綜合樓、商住綜合樓內與居住層相鄰的商業樓層內,禁止新建、改建、擴建生產油煙、異味、廢氣的飲食服務、服裝幹洗和機動車維修等項目。大氣汙染致損可起訴索賠草案規定,造成大氣汙染危害的單位,有責任排除危害,並對直接遭受損失的單位或者個人賠償損失。賠償責任和賠償金額的糾紛,可以根據當事人的請求,由環境保護行政主管部門調解處理;調解不成的,當事人可以向人民法院起訴。當事人也可以直接向人民法院起訴。接舉報不查處可追刑責草案規定,依法追究行政部門不依法履責、查處的法律責任。環保行政主管部門和有關行政主管部門在大氣汙染防治工作中,有違法作出行政許可決定、接舉報不查處等行為的,由行政監察機關責令改正,對直接負責的主管人員和其他直接責任人員依法給予行政處分;構成犯罪的,依法追究刑事責任。本版撰文晨報記者 鄒樂釋疑為何不見“按日計罰”?此前,有代表提出對排汙行為“按日計罰”,但為何草案未見“按日計罰”?市人大常委會法制辦主任李小娟解釋,根據行政處罰法,在已經有國家上位法的情況下,下位法設定時有一個權限,就是幅度不能超過上位法。考慮到法制統一的原則,在設定下位法時不能突破上位法。不過她表示,目前正在審議中的國家《環境保護法(草案)》中有“按日處罰”制度,若國家層面的法規正式頒佈,執法部門即可直接依法實施“按日計罰”。李小娟認為,“按日計罰有一定合理性,汙染一天和天天汙染的處理肯定應該有所不同。”迷你倉

用Kindle搶佔用戶時間 亞馬遜移動生態初現
近日,電商巨頭亞馬遜正式進軍實體零售世界,開始在機場、購物中心設置自動販賣機銷售Kindle產品。此前,2013年11月,亞馬遜在全球推廣一個新項目——“Amazon Source”(Kindle代銷計劃),即在傳統書店銷售Kindle硬件。 亞馬遜是一家極有個性的公司,從不在意短期的盈利,捨得為一項業務做長期投資。亞馬遜2013年第三財季依舊虧損,其中虧損的主要原因就是新產品的不斷投入,包括Kindle。顯然,經過了近7年的積累,Kindle正在加緊擴張的步伐,在亞馬遜向移動端轉型中發揮著越來越大的作用。近日,亞馬遜全球副總裁Russell Grandinetti (下稱Russ)接受《中國經營報》記者獨家採訪。不為顛覆 只為客戶 2007年出現在市場上的Kindle界面簡單、功能單一,並且遭到時下出版行業的抵制。當時業界似乎一致的聲音認定Kindle不可能成功。甚至在2008年1月,當時的蘋果公司CEO史蒂夫·喬布斯在接受媒體採訪時不客氣地表示:“這款機器是好是壞並不重要,問題是,人們已經不讀書了。” 至今,亞馬遜已經為Kindle持續投入近七年時間,慢慢形成自己的完整生態:Kindle硬件以成本價銷售,亞馬遜通過電子書、應用、廣告來獲取利潤,並且Kindle硬件產品慢慢演變為亞馬遜電商的重要入口。因為亞馬遜財務統計方法的原因,Russ在接受本報記者採訪時並沒有透露Kindle更多的財務數據。根據摩根士丹利報告,2013年Kindle生態系統將給亞馬遜貢獻11%的營收,其中包括數字內容播放和下載、應用購買和廣告收入。 亞馬遜通過代銷計劃將電子書賣到傳統書店里去,會不會加速對紙質書的顛覆速度?Russ略微思考了一下,告訴記者:“我們不以這種方式去思考問題。Kindle與傳統書店的目標一致,讓用戶花更多的時間去讀書,提升自己,而不是玩遊戲、刷微博、刷微信。”Russ認為,讓用戶花更多的時間、讀更多的書,實際是共同把市場做大,而非單純的競爭關係。“我們統計發現,用戶買了Kindle以後,一年中讀書數量上升四倍多,包括紙質書。” Russ認為,無論是Kindle成本價銷售,還是Kindle提供越來越多的服務內容,都不是從競爭的角度出發。亞馬遜創始人貝索斯曾經說過:“如果你以競爭對手為中心,你就不得不等待你的競爭對手有所作為。如果你以客戶為中心,你就會更具有開拓性。” Russ告訴記者,亞馬遜在經營上有三大核心理念:客戶至上、創新、耐心,Kindle完全按照這個思路在發展:從客戶需求去創新,而不是從競爭、顛覆的角度去做產品,並且有足夠的耐心去培養市場。在亞馬遜內部,一項新業務不需要在2~3年內步入正軌,會做5~7年的長期投資。 經過近7年的發展,如今已經沒有人再懷疑Kindle對圖書行業帶來的改變,而是開始擔心它可能會給電子商務帶來更深遠的變化。特別是近期Kindle的代銷計劃、自動販賣機,都意味著亞馬遜正在加大力度推迷你倉出租indle的普及。既是市場入口 也是導購員 Russ認為Kindle的出現是因為客戶需求,隨著Kindle硬件銷售量越來越大,並且新的商業模式不斷出現,亞馬遜移動生態也已逐漸完成。 Kindle硬件產品主要有兩大類:一是KindlePaperwhite,即電子書;一是Kindle Fire,即平板電腦。目前業界還有消息,Kindle將會推出手機產品。此外,Kindle的軟件可以安裝進任何一款蘋果、安卓的手機、PAD中。通過Kindle軟件、硬件,亞馬遜向用戶銷售電子書、視頻、APP以及廣告,並且提供了一個便捷的電子商務入口。 根據第三方數據,Kindle截止到2013年9月30日一共賣出2000萬台,已經成為亞馬遜移動的重要入口。亞馬遜內部人士告訴記者,亞馬遜的定位是一個“萬貨店”,這個市場里不僅銷售一切實體產品,也銷售數字產品,電子書、數字音樂、APP或是視頻。Kindle硬件設備將會成為這個市場的入口,也是消費者的導購員。 在近兩三年,亞馬遜為促進硬件產品的銷售可謂不遺餘力。不僅一直以成本價銷售,還在2011年推出贈送3G流量的Kindle,如今最新版本的Kindle FireHD 4G LTE也採取類似策略。亞馬遜希望通過這種形式,為用戶的購買掃除一切障礙,讓用戶可以最方便的方式買到亞馬遜上的一切產品。 根據美國市場研究公司CIRP的數據,擁有Kindle設備的顧客平均每年在亞馬遜上的花費為1233美元,要比其他顧客的平均年花費790美元高出56%。通過這個數字,也就可以理解Kindle對於亞馬遜移動戰略的重要性。 近期,亞馬遜進一步加緊布局,以期提高Kindle的銷售。2013年11月,Kindle代銷計劃推出,獨立書店、零售商現在有兩項合作方案可以選擇:以折扣價格自亞馬遜買進Kindle裝置/配件,並可在消費者購買裝置後的兩年內抽取10%的電子書購書傭金。對於不想抽傭的零售商來說,他們可選擇以更大的折扣進貨。亞馬遜並且承諾,零售商在下第一筆訂單後的六個月內若不想繼續販售Kindle,將無條件向他們買回剩餘存貨。亞馬遜開出如此條件,顯然又是一次著眼于長期的“賠本買賣”。負責Kindle中國區業務的亞馬遜全球副總裁張文翊透露,“有一些書店主動找到我們,他們很清楚用戶已經習慣又用紙書又用電子書,在書店里給用戶提供多一種選擇,可以幫助書店吸引更多的流量。” 2014年1月,亞馬遜又大手筆開始推廣Kindle銷售,在多個大型活動會場、購物中心和機場安置自助售賣機,這種自助售賣機甚至成為前不久的CES展上的一大亮點。在亞馬遜的邏輯中,是要方便客戶以最簡單的方式獲取到Kindle,進而可以更為方便地買到亞馬遜上的任何產品。 Kindle的第七年,開始提速,亞馬遜移動生態而已清晰可見。與蘋果的路徑完全不同,亞馬遜在證明硬件的互聯網模式:硬件零利潤甚至虧本銷售,內容和服務是很好的利潤來源,同時,硬件將是互聯網電商的重要入口。迷你倉

'The people should vote on it': Holiday Isle resident calls for referendum on comp plan change

"This thing has far reaching impact on this community -- I think there should be a referendum and the people should vote on it."About a dozen people -- a mix of residents, developers and attorneys -- attended Thursday's meeting where LPA members were tasked with reviewing proposed changes to the comprehensive plan, specifically dealing with changes to the Tier III public benefit, open spaces, and future land uses.City leaders have been meeting with property owners and developers for the better part of four months to make changes that would ideally boost economic activity and redevelopment throughout the city."This has been, in my opinion, a very good exercise of further community input of writing a policy within the future land use category," Community Development Director Ken Gallander told LPA members.Most of the public input came during the drafting of the comprehensive plan language that specifies the creation of a future land use -- Henderson Beach Resort (HBR). The proposed zoning area would be located south of Hurricane Lanes and west of Matthew Boulevard and the Henderson Beach Inn property near the state park.Developments in the HBR can vary in size, depending on where they are located. Projects on the north side of John Avenue can max out at 60 feet, five stories (Tier I), 80 feet, seven stories (Tier II), and 100 feet, nine stories (Tier III).South of John Avenue, Tier I projects cannot exceed 60 feet, five stories. They told LPA members that many homeowners haven't been invited to attend meetings about the proposed comprehensive plan changes, and they don't "have an idea" what's happening."If you are going to affect 1,700 property owners on Holiday Isle...," said John Burns, a Holiday Isle resident. "I would think there would be some type of discussion with those people.""This is moving much faster than you are educating the public," Tadlock added. "Ninety percent of the voting people out there don't understand this."Despite calls to hold the ordinance up, LPA members voted 4-3 to move the item forward to the city council, which must ultimately approve the overhaul. 晨報記者 周思立距離除夕不到兩周,往年此時是飯店半成品年夜飯預訂爆滿的時候,可今年不少飯店都在吐“苦水”。飯店失去了原本撐起半邊天的公款消費,半成品年夜飯產品也因此大受影響。市民張阿姨近兩年都是在一家老字號飯店里購買半成品年夜飯來解決春節聚餐難題,但昨天她到該店購買時,卻發現這家老字號店今年沒有生產半成品年夜飯。昨天,該老字號店的工作人員解釋說,今年主要業務以服務堂吃年夜飯客人為主,因此沒有推出半成品年夜飯產品,“實在要買的話,我們飯店每天會做熟菜和點心,消費者可以當天來購買”。今年不賣半成品年夜飯的飯店並不止這一家。上海市餐飲協會副秘書長金培華表示,雖然還未進行全面統計,但估計今年退出半成品年夜飯市場的飯店大約有20%。另一家今年停做半成品年夜飯的飯店負責人私下透露,半成品年夜飯有點類似于月餅,做成禮盒和禮券後,以往有不少人買來送禮,或者是企事業單位購買來作為福利發給員工。該負責人透露,往年來購買半成品年夜飯的大部分是企業團購,這一迷你倉例占總銷售量一半左右,“考慮到今年沒有公款消費,飯店也因此決定暫不推出半成品年夜飯”。半成品年夜飯已連續漲價兩三年了,但今年除了退出該市場的飯店外,大部分飯店選擇了降價銷售,價格比去年降低了10%-20%。記者在一些半成品年夜飯團購網站上看到,杏花樓家宴半製品禮盒最便宜的是528元,適合五六人的中小型家庭。在新雅粵菜館的全家福半成品菜肴套餐禮盒中,價格最便宜的是538元,包括八菜一湯一點心。為了吸引個人消費者,國際飯店今年取消了往年1200元的半成品年夜飯高檔禮盒,推出了888元的“親民版”,餐飲總監章冕告訴記者,因為擔心賣得不好,產量也減少了,“去年我們生產了1500份,今年只生產了1200份”。上海市餐飲協會的數據顯示,今年沒有了公家團客,最受普通市民歡迎的半成品年夜飯就是三五百元的產品,因此不少飯店都推出了平均售價在500至1000元之間的產品,高端年夜飯半成品家宴的售價一般也控制在1500元左右,較往年動輒三五千元的價格大大降低。mini storage
