　　本報紹興8月29日電　　見習記者 梁嘉琳 記者 周智敏　　縣委報道組 韓香琴　　“梁—兄—”蘭花指一撚，文件倉頷首一瞥，昨天下午，一曲越劇《梁祝》“十八相送”選段，在紹興縣楊汛橋鎮文化中心唱響。　　“梁兄在哪裡？”紹興縣文化館文藝輔導幹部金美麗輕輕托住“英台”的下巴往右一扭，“水袖揮過去，眼神要跟過去，身子也要側過去，就像梁山伯站在你對面一樣。”於是，現場五六位鄉下大媽，跟著唱念起來：“書房門前一枝梅，樹上鳥兒對打對。喜鵲滿樹喳喳叫，向你梁兄報喜來——”　　這些“票友”來自楊汛橋鎮“好姐妹業餘演唱團”。團長王彩娥介紹，除了4個團員是自家親生姐妹，其他都是在公園練唱時聞聲加盟的“親如姐妹”，她們在業餘時間排演越劇、紹劇、黃梅戲、京劇。　　與“好姐妹業餘演唱團”一起排練的，還有一支10余人組成的大媽腰鼓隊。她們抖擻如青少年，齊整若儀仗隊，鏗鏘鼓聲在文化中心大廳回蕩。“你們敲得很好，但花樣還比較少。”前來指導的紹興文化館舞蹈老師王�托腮沉思著，當即為大媽們增加了蹲下、斜步、轉身等幾個花樣動作。隊長吳雲媛開心地告訴記者：“敲腰鼓的動作是我自己設計的，5分鐘內就把花樣演完了，王老師這麼一教，就上了檔次了。回去琢磨琢磨，9月份縣里組織的PK賽一定要贏！”　　看著這兩支隊伍齊驅競逐，號稱“柯橋老畢”的鎮文化館長戴吉成笑著說，“過去鎮上辦一場晚會，總愁請不動演員；現在只要給我一天時間組織，鄉親們自己就能登台演出。鎮上一些文藝愛好者，還要爭搶上台名額。觀�的互動也非常熱烈，經常有觀�跳上台來唱一曲。”　　就在上周末晚上，華燈初上，人們從四面八方趕到楊汛橋鎮紫薇廣場，觀看鎮里的“星光大道”表演。戴吉成親自上台主持，各支舞蹈隊在追光燈存倉照射下翩翩起舞，競逐紹興縣“幸福水鄉才藝秀”楊汛橋賽區總冠軍。　　“幸福水鄉才藝秀”是紹興縣在各鄉鎮、各行業開展的全民“曬文化”活動，共設定歌曲、戲曲、舞蹈、器樂等五個類別的比賽項目。活動于8月底完成村（社區）海選和鎮（街道）決賽，9月底完成全縣複賽，10月舉行全縣十強總決賽暨頒獎典禮。截至目前，全縣已開展117場海選活動，共計9000多人參加，觀�人數達到2.6萬多人。　　楊汛橋鎮黨委書記孫愛保告訴記者，該鎮戶籍人口3.5萬人，外來人口卻有5.5萬人。假如沒有健康文化引領，他們每晚消遣不外乎是打牌、打麻將，或者老酒喝飽了東游西蕩。如今，多一個文化廣場，就少一個賭場。“本地人和外地人在才藝比拼中互相發現對方的過人之處，對彼此高看了幾眼。”　　紹興縣柯橋街道居民、越劇“鐵杆粉絲”李紅以前只是一名觀�，在“文化下鄉”活動中觀賞到3位中國梅花獎得主的表演；後來，在全縣“種文化”活動中，她獲得縣文化館文藝輔導老師的手把手教學，並與另幾名“票友”一起自發組建了業餘越劇團。如今，她忍不住把自己的才藝拿出來“曬曬”——該劇團主演的經典曲目《五女拜壽》不僅擠進縣里“全民才藝PK大賽十強”，還接到了不少外地的演出單子。　　紹興縣委宣傳部領導告訴記者，“幸福水鄉才藝秀”像“星光大道”一樣，為老百姓提供了夢想成真的舞台。“如今，這批海選上來的文藝骨幹，已經開始到偏遠山區進行義務巡演。我們將擁有越來越多的徒子徒孫。”金美麗說。前兩天，她顛了兩個多小時山路來到王壇鎮，擔任一場海選比賽的評委。由當地老農民組成的排舞隊里，一個個高矮胖瘦不整齊，跳起舞來卻是一副天真無邪的表情。　　“我直接舉牌讓他們通過了。”她說，“他們才是這個舞台真正的主角。”迷你倉

本報訊（記者劉舒 通訊員鄢祖海）清晨起來想出門跑步，迷你倉新蒲崗又擔心當天空氣質量狀況不佳？9月份，市環保局將發佈“武漢市空氣質量管理移動監控系統”，智能手機用戶從市環保局網站上免費下載該手機應用程序，就能隨時瞭解全市實時PM2.5指數和當前環境空氣質量對健康的影響。昨日，記者在市環境監測中心見到了處在最後調試階段的“武漢市空氣質量管理移動監控系統”。�動程序，手機屏幕上立刻出現代表全市指數的“城區”站實時空氣質量信息，包括PM2.5、PM10、二氧化硫、二氧化氮、臭氧1小時濃度值、一氧化碳濃度值以及空氣質量指數。頁面頂端，結合當前空氣質量指數，系統做出市民是否適宜外出鍛煉等健康提示。向右滑動顯示頁面，還能看到漢口江灘、花橋、漢陽月湖、武昌紫陽等三鎮10個區域的精細化空氣質量信息。“這套程序並不是使用手機實際測量空氣質量，空氣質量監測的設備要迷你倉出租很高，目前手機軟件無法實現”，市環境監測中心副主任胡世祥介紹，該應用程序原封不動的將我市環境空氣質量實時發佈系統搬到手機上，更方便市民隨時掌握空氣質量狀況。除了空氣質量實時數據、各項指標24小時趨勢圖和《環境空氣質量標準》科普小知識等信息外，該程序較網站版新增了全市各站點30天的AQI分指數變化柱狀圖，以及北京、上海、南京、廣州等全國10大城市的空氣質量指數。“以後出現霧霾天氣時，一旦環保部門發佈預警，下載使用這款手機軟件的市民也會收到系統自動推送的預警。”胡世祥說，新增的汙染預警功能是該手機應用程序的亮點，一旦今後出現霧霾等空氣汙染狀況，有利於市民接到預警後及時應對。這套手機應用程序已于本月21日通過驗收，目前正在完善用戶體驗、界面風格階段，程序可在安卓和蘋果IOS兩種手機操作系統上使用，預計9月將在市環保局網站上正式提供免費下載。迷你倉

Source: Albuquerque Journal, N.迷你倉M.Aug. 28--The Santa Fe City Council, as expected, approved an ordinance Wednesday night that bans stores from providing most single-use plastic bags to their customers and requiring a fee of at least 10 cents for a typical paper bag."This is about change and I know nobody really likes to make changes (but) this is the type of change that's good for our community," Councilor Patti Bushee said."There are lots of things Santa Fe stands for and sustainability is certainly a top priority," she said.Bushee and other councilors said they'd like to take the ordinance even further, and indicated that water bottles, Styrofoam carry-out containers and more types of plastic bags could be next on the city's hit list.Councilor Rebecca Wurzburger, a primary sponsor of the measure, praised what she said was a community effort to create and pass the new law.Councilor Ron Trujillo was the only dissenter as the measure passed on a 7-1 vote. Trujillo said he's frustrated that the ordinance exempts some plastic bags. He gave as examples thicker plastic bags that he said are provided by some higher-end stores or those used by restaurants.Instead, the ordinance targets bags handed out by stores like Walmart and Albertson's that cater to the working man and woman, Trujillo said."I've tried to be fair all around. Why isn't this ban for everybody?" Trujillo said. "We can take cooked food in a plastic bag but it's not okay to take raw food from a grocery store in a plastic bag."Trujillo also said he has a problem with charging people 10 cents for a paper bag.Councilor Chris Rivera countered that the ordinance isn't perfect but it's a good start. He and others noted that the city will review the ordinance in a year and can make changes, or work on new ideas before then.In passing the ordinance, Santa Fe joins cities such as Seattle, Los Angeles and Washington, D.C., which have all recently implemented various types of bag bans and restrictions. Santa Fe's ordinance will go into effect in six months.The law will still allow some smaller plastic bags, such as those used for produce. Restaurants, businesses that sell take-out food and nonprofits can also continue to provide plastic bags to customers. Dry-cleaners al自存倉o can still put plastic bags over the clothing items they return to customers after cleaning.A last-minute proposal by Bushee to expand the ban to include all plastic bags handed out by city businesses at checkout failed after a city attorney raised concerns about whether making such a substantial change to the noticed ordinance would run into legal problems."It does appear to be an equity issue at this point and that is a concern of mine now," Bushee said.City officials will purchase about 10,000 reusable bags to distribute free to Santa Fe residents to help with the transition. It wasn't immediately clear when or how the distribution will take place. City staff has previously estimated it will cost the city about 90 cents per reusable bag.Small paper bags like those for nails at hardware stores will still be allowed without a fee. Customers on government assistance, such as food stamps, will not be subject to the 10-cent paper bag charge.Nearly 50 people turned out to City Hall for the hearing on the ban, nearly all of them in support of the ordinance. The count included a large number of young people."I really think plastic bags should be banned because they pollute the world and if we ban them it will make the world a better place," Lucia Ortiz, 9, declared.Ortiz's sister, Sofia, who has spearhead efforts at Wood Gormley Elementary School to ban plastic bags, chanted with three friends that "When we're old and gray we want plastic bags to be far away."Josue Damian Martinez, a member of the EarthCare youth alliance, presented the City Council with a thank you card. Martinez said "it's a great thing" to get rid of litter and waste, and emphasized that there are more environmentally-friendly alternatives to plastic bags.Susan Odiseos was the only person to speak against the ordinance. There are so many essential things that people can't do on smartphones that they need a home computer for," said Stephanie Chen, energy and telecommunications policy director for Berkeley, Calif.-based racial justice policy and advocacy organization Greenlining Institute.Still current research shows big gains in access to the Internet.According to Washington, D.C.-based Pew Research Center's Internet and American Life Project, as of May approximately 70 percent of adults 18 and older have a high-speed broadband Internet connection at home, up from 66 percent in April 2012.A demographic breakdown of those users shows that income, education and age remain the strongest deciding factors: 80 percent of survey participants ages 18-29 had home broadband compared to 43 percent of those 65 and older.PG graphic: Poll: broadband in the home(Click image for larger version)Eighty-nine percent of college graduates surveyed had home broadband service compared to 37 percent of those without a high school diploma. And while more than half (54 percent) of participants making less than $30,000 per year had broadband at home, 88 percent of those making $75,000 or more were using the service.For smartphone users, the figures were a little less straightforward.The survey found 56 percent of American adults use a smartphone of some kind, with 46 percent having both a smartphone and broadband Internet at home. Twenty-four percent were found to have home broadband but no smartphone, while 10 percent have a smartphone but no home broadband.A solid 20 percent of respondents said they didn't have either connection.Although Pew acknowledges that it does not count smartphone users as broadband users -- due to concerns surrounding connectivity, speed and ability to conduct tasks such as updating resumes or viewing educational material -- it says that counting smartphone users as broadband users would bring the national broadband adoption total to 80 percent.The change also would put high numbers of black and Latino American smartphone users on par with broadband users. A Pew survey from July notes that 44 percent of black and Latino adults own smartphones, compared to 30 percent of whites, a difference that the Internet and American Life survey says levels the playing fiel儲存倉 for all."While blacks and Latinos are less likely to have access to home broadband than whites, their use of smartphones nearly eliminates that difference," reads the American Life survey.But lumping smartphone users into such a broad category dismisses significant shortcomings that mobile-only users face when connecting to the Internet, said Ms. Chen.Beyond the difficulties in handling basic tasks such as filling out online job applications, helping children with homework and filing taxes, she noted that in her home state the difference between a broadband connection and smartphone could be life and death. She said the Covered California Health Exchange, which is scheduled to go into effect next year as part of the Affordable Care Act, will let the state's residents enroll online but not through a mobile website.Benjamin Weaver, community programs and technology coordinator for Lawrenceville-based HandsOn Tech program, said mobile access could someday completely bridge gaps in knowledge between broadband and smartphone users, but not in its current state.HandsOn Tech -- a joint initiative of Lawrenceville-based Pittsburgh Cares, the Points of Life Foundation, AmeriCorps VISTA and Google -- provides technology training and assistance to nonprofits and low-income businesses.Mr. Weaver said the program encourages the organizations that it assists to develop mobile websites and strategies that will help them reach the low-income clients they serve. However, he said building a mobile infrastructure is a slow process that many organizations, including state and local government entities, are only beginning to take on."I never tried to renew a driver's license on a smartphone, but I can't imagine it works very well," he said.To truly address the divide, Ms. Chen said the federal government should give broadband access the same treatment given to land-line telephone access.She said land-line access reached more than 90 percent of the country by the 1970s thanks to federal initiatives dedicated toward building infrastructure, promoting affordability and an overall attitude that telephone access was more of a need than a luxury.The time is long overdue, said Ms. Chen, for broadband access to be given similar consideration."We need to start treating broadband like today's basic communications service because that's what it's become for society," she said.Deborah M.
