It is scheduled to review the proposals document again on Sept. 18, before giving it final approval on Oct. 2.Two years ago, after issuing a similar document, the board rejected three offers for the land and Civic Stadium, the shuttered, 75-year-old wooden grandstand and former baseball field that occupies half the site near 20th Avenue between Willamette Street and Amazon Parkway.Under the new schedule, parties interested in buying, leasing or trading for the property would have until Dec. 3 to respond with their proposals.After the offers are evaluated, the board could select one by early February.Board member Jim Torrey said the new decision timeline is shorter than the one two years ago, but "this is not new for the community."It's expected that the Eugene YMCA and Fred Meyer, two of the three groups that sought to gain control of the property in 2011, will submit new bids.In June, Bellevue, Wash.-based developer Peter Powell offered to purchase the property for $4.75 million, as long as a Fred Meyer-anchored shopping center could be built there.A short time earlier, the Eugene YMCA notified school district officials that it would pay $3.5 million for the land so it can build a new recreation and community center on the property.Other yet-to-be-identified suitors also could respond to the solicitation.The board on Wednesday needed limited time to review the request for proposals because it is similar to the one used two years ago. Also, three board members worked on adding new language to the 15-page document.Some of the new wording, for example, invites proposers to submit offers that don't depend on other things happening first before a sale or lease transaction can be completed.Two years ago, the sale or lease to Fred Meyer would have been the most lucrative for the school district, but it also would have depended on the developers getting land use approvals and zoning changes. Nearby residents and businesses were opposed to the big box store, so those approvals were not certain and could have taken years to achieve.Board member Craig Smith on Wednesday said the board this time is looking for offers without strings attached. "We would like contingency-free offers," he said.In an interview, Y Executive Di迷你倉ector Dave Perez said his organization is interested in responding to the board's request for offers. But Perez said the Y will not make a proposal on its own."We are still working on finding a development partner for the site that is compatible with the Y programs and services that would also be appreciated by the schools and the surrounding community," he said.The seven-member school board is eager to seek proposals starting in October, though member Jennifer Geller noted that the City Council plans to discuss Civic Stadium at its meeting on Sept. 16.It remains to be seen if the City Council will seek to buy, lease or trade for the Civic Stadium property for as-yet-undeclared purposes. However, Geller noted that board policy allows the district to complete property transactions with other public entities without having to go through a request for proposal.In an interview, Geller said she raised the point so that the "public knows that while we are moving forward with the RFP process, there is the unknown of what the discussion will be at the City Council work session."Another entity, United Stadium Group, is undecided if it will respond to the district's call for offers. The group is looking to lease a stadium for its affliated Eugene-based semi-professional soccer team, Lane United FC. The club, which belongs to the United Soccer League's Premier Development League, is to begin play next May.In an interview, Ron Crasilneck, United Stadium Group's secretary-treasurer, said he will wait to see what role the city may be willing to play in the future of the stadium before deciding whether to respond to the district's request for proposals.South-central City Councilor George Brown was among eight people who later in the evening spoke to the school board in support of preserving the stadium. Commercial and industrial customers would see bills rise by 1.4 percent and 1.5 percent, respectively.That's in addition to an earlier Tampa Electric request for an increase of another $10.41 a month -- or 35 cents a day -- for the average residential customer due to what the company calls "rising costs and sluggish growth."Duke Energy is asking for another $8.24 per month (a 7 percent hike) for the average monthly bill, which would go from $116.06 to $124.30.If approved, the new prices would go into effect with the first billing cycle for January 2014.Power companies divide their bills between "fuel costs" that are passed directly on to customers and "base rates" that cover the corporate operations of things such as power plants, transmission lines, personnel, investor dividends and maintenance.The fuel cost changes come both as the raw cost of coal and natural gas move in the迷你倉價錢markets, but also as companies make predictions for where they think costs will go. Tougher environment takes toll on bank results

Their total first-half net profit was up 13.6 percent year-on-year to 616.9 billion yuan ($100.8 billion).The growth rate was markedly below the 18-percent average recorded last year, though it fell within expectations, said Guo Tianyong, director of the Research Center of the Chinese Banking Industry at the Central University of Finance and Economics.“We predict the growth of banks’ profits will stand between 10 and 15 percent this year, as economic and policy uncertainties are rising. In 2014, it might even drop to 8 or 9 percent,” he said.Industrial and Commercial Bank of China Ltd, the nation’s largest lender and the world’s most profitable bank, said on Thursday it achieved first-half net profit of 138.5 billion yuan, up 12.4 percent.Bank of China Ltd made 80.7 billion yuan, up 12.9 percent, according to its interim results released on the same day.Joint-stock lenders registered the highest increases in net profit, even as the industry as a whole experienced the lowest profit growth in nearly four years.Bank of Beijing Co Ltd, Industrial Bank Co Ltd, Bank of Ningbo Co Ltd, Hua Xia Bank Co Ltd and China Minsheng Banking Corp all achieved profit growth rates of more than 20 percent.Bank of China President Li Lihui said on Thursday at a news briefing in Hong Kong that the trend of narrowing net interest margins, an indicator of bank profitability, would continue as China continues freeing up interest rates.“For us, the NIM might be stable or decline in the second half. Local drivers fall in national report

Allstate Insurance Company -- you know, the one with the "You're in Good Hands" motto -- released its ninth annual Allstate America's Best Drivers Report this week.The company uses U.S. Census Bureau numbers to find the 200 largest incorporated cities, then takes data from its damage claims to rank cities in terms of having the best drivers to the worst. It also calculates how often a driver in any given city will get into an accident; the national average is one accident every 10 years.Fort Collins, Colo., was ranked as having the best drivers. They go an average of 13.9 years between accidents, the same rate as drivers in the No. 2 city, Boise, Idaho.Vancouver finished in the top half at No. 82, but down from No. 67 last year. Drivers here average an accident once every 9.5 years, the same rate as those in nine other cities including St. Louis, Mo., Memphis. Tenn., Durham, N.C., and Louisville, Ky.In Washington, Vancouver finished behind Spokane (No. 45) but ahead of Tacoma and Seattle, ranked 144th and 160th, respectively.Portland ranked 154th. Eugene made the best showing out of Pacific Northwest cities, finishing 10th.Cities in the bottom 10 included San Francisco, Philadelphia, Baltimore and Providence, R.I. Taking "worst drivers" honors was Washington, D.C., where drivers average one accident every 4.8 years. (Allstate doesn't insure any drivers in Massachusetts, so that explains the absence of Boston, often named in informal polls as the home to some really terrible drivers.)Allstate represents 1 out of 10 drivers, "making this report a realistic snapshot of what's happening on America's roadways," Shauna McBride, an Allstate regional spokeswoman, said in a press release. She said property damage claims were analyzed over a 2-year period, from January 2010 to December 2011, and excluded "external influences such as weather or road construction."Rankings aren't used to determine insurance rates, she said.Speeding, tailgatingThe Washington state Department of Transportation keeps track of accidents by jurisdiction. The most recently published figures are from 2011.On Vancouver city streets that year, there were 1,824 collisions reported to law enforcement. The accidents resulted in 1,042 serious and minor injuries and five fatalities.Collision rates were highest on minor arterial roads, followed by major arterials, highways and interstates, according to WSDOT.Vancouver Police Sgt. Pat Johns, who supervises迷你倉出租the traffic unit, said the two biggest factors in collisions that he sees are speeding and following too closely.Often, drivers he pulls over either plead ignorance or blame another driver.On Tuesday morning he pulled over a driver for going 36 mph in her neighborhood -- she said she was unaware of the 25 mph speed limit. He gave her a ticket.Then he pulled over a driver for speeding, but the driver protested another driver had been tailgating. Johns spoke to that driver too, and he wasn't confident he knew who was at fault so he let them both off with a warning."People feel like, 'I've got to drive faster, this guy is on my butt,'" Johns said. He said he often pulls people over who claim they are just going with the flow of traffic -- but that doesn't excuse exceeding the speed limit, he said. He points out to drivers that, when possible, they can always switch lanes and let the aggressive driver pass.Other key causes of accidents, he said, include failing to yield to oncoming traffic when making a left-hand turn, failing to signal when turning and failing to check blind spots.Johns said he has pulled over drivers who cut him off when they switched lanes because, while they may have checked their mirrors, they didn't see him on his motorcycle. "I'll say, 'Don't you know you have a blind spot?' When I say those words, you can see the light bulb go off," Johns said.Then there's the wonderful catch-all "driver inattention," which includes yakking on a phone (yes, hands-free devices are OK), texting, grooming, eating and fiddling with the stereo, Johns said.Drivers can also zone out."You're driving along, and you've got your mind on where you are going and what you need to get accomplished for the day," Johns said. He recommends drivers, instead of locking their eyes straight ahead, go through a cycle of glancing in their mirrors, to their sides and at the speedometer.Adding to driver frustration has been consistent population growth, which leads to more congestion. Johns said the area around Interstate 205 and Mill Plain Boulevard, between approximately 97th and 123rd Avenues and a few blocks north and south, ranks as the worst in the city for congestion."Folks are coming from God knows where to our city, and they are bringing their driving habits with them," Johns said. Arrest made in threat against Garden City school bus
Source: The Roanoke Times, Va.迷你倉Aug. 29--An arrest has been made in connection with the threat involving a Roanoke school bus.According to a news release from the Roanoke Police Department, a juvenile has been arrested on a charge of threats to bomb.A detention order was obtained and the juvenile was arrested Wednesday and a judge issued a no bond order this morning, according to the release.Earlier this week police were investigating a threat against school bus No. 66, which transports Patrick Henry students to and from the Garden City neighborhood and other portions of southeast Roanoke.Police discovered a written threat against the bus after responding to a report of suspicious activity last week in the 2900 block of Garden City Boulevard. There officers found a glass jar with firecrackers and what they believed to be flammable liquid. They also found a letter, dated Aug. 19, "containin自存倉 threatening words directed at a Roanoke city school bus," according to police.Spokesmen for the school system and the police wouldn't comment on the specifics of the threat earlier this week. A police spokesman did say there was no evidence that attempts were made to carry out the threat.A school system security staffer has been riding the school bus with students this week while the investigation has been ongoing.Patrick Henry High School Principal Joe Jablonski placed an automated call to parents of students who ride bus No. 66 this morning informing them an arrest had been made."We are confident there is no longer a threat," Jablonski said in the call. Tampa police say RNC cameras solve crimes but can't prove it
Source: Tampa Tribune, Fla.迷你倉價錢Aug. 29--TAMPA -- Tampa citizens have spent a year now under the watchful eye of cameras installed throughout downtown before last year's Republican National Convention.During that time, a Tampa Police Department spokesman told the City Council on Thursday, the cameras have helped solve crimes and tamp down on potential criminal activity in some parts of town.Police Capt. Michael Baumaister told council members the department's 78 mounted cameras and 15 mobile cameras, originally bought with a federal security grant for the RNC, have helped solve several high-profile crimes, including an assault and battery in a downtown parking garage last November.The man accused in the attack, Glen Mayfield, fled the Fort Brooke parking garage but he couldn't escape the cameras. Mayfield was homeless."We were able to follow the individual all the way to the park. He changed his clothes. We were able to get officers in their pretty quick," Baumaister said. "If those cameras were not in place, we probably would not have identified him as quickly."Police arrested him in Lykes Gaslight Park. He remains in the Hillsborough County Jail, charged with sexual battery, kidnapping and failing to register as a sex offender, among other charges.The mobile cameras have been loaned to St. Petersburg and Boca Raton to monitor large events in those cities. They've also helped deter crime in parts of Tampa where business owners have complained about shoplifting, Baumaister said."We put banners and blue lights on them," Baumaister said. "We made them very overt."When they were installed last year, the $2 million worth of new surveillance raised concerns among some, including the American Civil Liberties Union, that they might lead police to abuse people's right to privacy.After Mayor Bob Buckhorn made it clear the cameras weren't coming down, the Tampa City Council asked that their use be closely supervised and that the police avoid peeping through people's windows. Council members also asked that the recordings be erased after 120 days unless they're being kept as evidence in an investigation.Baumaister said Thursday the recordings are routinely erased after 30 days. "They have to have a reason to use the cameras. We solved some crimes with them," Baumaister said. "But I can't give you a specific number."Investigators don't always report when videos from the cameras contribute to solving a crime, Baumaister added.Mulhern pressed Baumaister to provide some hard numbers."When we're asked to appropriate money for this, we need to know if they're actually effective," Mulhern said.The cameras are operated by a private contractor overseen by the police department's Criminal Intelligence Bureau. Renewing that contract will cost the city $164,000, but the department is trying to reduce that figure by taking on some of the maintenance work itself, Baumaister said.Mulhern, who opposed the cameras when they were bought last year, repeated her opposition to them. So did Councilman Frank Reddick, who challenged the idea of using the mobile cameras to monitor large gatherings in city parks."Do those people who pay a fee to rent those shelters and go to a public park -- do they have a right to know they're being spied on?" Reddick said.Assistant City Attorney Rebecca Kert countered that the U.S. Supreme Court has said people in public can't expect to have the kind of privacy they would have in their home. That's especially true today, when nearly every cell phone has a camera built into it, she said."Everyone's got cameras these days," Kert said. 旅議會指個別事件勿一竹篙打一船人
內地遊客損壞香港公物,迷你倉星光大道管理公司負責人陳小姐表示,公司將加強保安措施,設法防止同類事件再發生。旅遊業界強調,不能因單一事件全盤否定內地遊客,相信今次事件只是個別人的行為。星光大道:會加強保安旅遊發展局發言人表示,旅發局一直有透過網站、導覽地圖等方式,提醒訪港旅客有關環境衛生、公眾秩序等範疇的規例及守則,並援引相關法例,提醒他們守法自律。旅遊業議會主席胡兆英表示,相信今次事件只是個別人的操守問題,不應「一竹篙打一船人」,否定內地遊客。他強調業界前線人員包括導遊、領隊等帶團時亦會多番勸告,提醒訪港遊客注意本港法規。
