Source: Pioneer Press, St.儲存倉 Paul, Minn.Sept. 21--Minnesota's students won't be the only ones earning grades this school year.A handful of teachers begin earning marks of their own under a new evaluation system being piloted in 17 school districts this school year.It's a system that is both anticipated and controversial. It's also expected to be costly and is surrounded by questions that may not be solved before it makes a statewide debut next fall.The 2011 state law requiring regular evaluations of teachers was passed by the Republican-led Legislature and signed by DFL Gov. Mark Dayton. Prior to its passage, a statute required reviews of new, probationary teachers, but policies for judging experienced teachers' performance varied widely."What we had up to 2011 was a system that would neglect performance management of teachers for years or even decades," said state Sen. Branden Petersen, R-Andover, who was one of the primary sponsors of the legislation when he served in the House. "If you value performance, you must have some type of accountability system."A GOAL OF IMPROVING TEACHINGMinnesota is not alone when it comes to requiring more accountability from teachers. Across the country, states are implementing new evaluation systems. Many come as part of new flexibility that state education leaders received under waivers to the No Child Left Behind Act that requires every student be academically proficient by 2014.The systems have been controversial because most require part of a teacher's evaluation be based on how their students perform academically. They've also produced mixed results.Despite the bumps in the road, Timothy Daly, president of The New Teacher Project, said systems like the one Minnesota is implementing are key to improving the nation's schools. Founded by prominent and controversial education reformer Michelle Rhee, Daly's New York City-based group advocates for improving teacher quality."They are important because they improve teaching," Daly said of evaluations. "Just because it's difficult doesn't mean it's not healthy. If you are going to get better, you need someone to tell you your strengths and weaknesses."Denise Specht, president of the state teachers union Education Minnesota, said teachers are in favor of the new evaluation system, but they want it to be fair and meaningful. Specht worries the rush to implement the new system and a lack of dedicated funding could hurt those goals."I don't know one educator who doesn't want to improve or get better," Specht said. "We believe in this. We want to make sure it is done well."To that end, the union has partnered with the Minnesota School Boards Association to provide training to teachers and administrators around the state."Education Minnesota supports evaluations linked to professional development, so our union has invested a tremendous amount of time and resources preparing our members for the law to begin on time and as written," Specht said.EVOLVING SYSTEMWhen evaluations become mandatory next year, school districts can create their own system or use all or part of one developed by state leaders. Evaluations will run on a three-year cycle.The state system is complex, but measurements of teacher performance can be divided into three parts:-- Classroom work is evaluated by peers and administrators;-- Student achievement counts for 35 percent of a teacher's score;-- And, surveys will measure how well teachers engage students in class.The system includes peer review and coaching, and districts also will offer teachers professional development. Teachers who are not meeting expectations or who do not improve would face discipline or termination.Although the law was passed just two years ago, DFL lawmakers modified it after winning control of the Legislature.Their changes applied to the most controversial part of the law. Instead of using state test scores to judge teachers, district leaders can look at growth in academic ability.Sen. Petersen says this change in the "value-added model" doesn't bother him. He does worry there will be future attempts to delay or modify the law.Some DFL lawmakers failed to win support earlier this year to delay teacher evaluations. Top DFL lawmakers, the governor and Education Commissioner Brenda Cassellius have said they want to push ahead with implementation.State Rep. Sondra Erickson, R-Princeton, who sits on the Education Finance and Education Policy committees, said taxpayers' demand for more accountability from their schools would make it tough to hold up the new evaluation system."If they learned the Legislature danced around it," Erickson said. "I think we could have some political fallout from that."Specht said union leaders are closely watching districts piloting the new evaluations and will review all recommendations education leaders suggest for improving the law. "That review may, or may not, suggest changes to the details of the law or its deadlines. We'll withhold judgment on those recommendations until we see them," she said."The struggle to comply with this new mandate without new resources has been the single biggest challenge to bringing the program into our schools," Specht added.HOW TO PAY FOR ITOne debate that's sure to continue when lawmakers reconvene at the Capitol next year is how to p迷你倉y for the new evaluation system. Dayton asked the Legislature for $10 million to begin statewide implementation, but the education budget he signed included just $683,000 to fund pilot programs.The total cost of the system is still up for debate.When the law was passed by the Republican-controlled Legislature, government researchers estimated it would take about $80 million a year to operate. Two years later, with Democrats in charge and a much more specific framework in hand, researchers put the cost of a statewide system at as much as $289 million.That estimate includes funding for special training for evaluators, data management and giving teachers time outside their classrooms to review others and learn from their peers.For Specht, a big price tag with a lack of dedicated funding is worrisome. It means districts will have to make tough choices about how they will pay for it."The funding piece is a big deal," she said. "It comes down to the cost and complexity of doing something well."But Republicans who worked on the initial bill say districts should be able to evaluate teachers with the resources they receive now. Many of the requirements in the new law are things districts should be doing already."I think it is somewhat ridiculous anytime you ask a school system to be accountable for something they should already be doing you need to appropriate more money," Petersen said.Q-COMPA growing number of school districts are turning to the state's Quality Compensation program for funds they can use to help implement a broader system of evaluating teachers. Participation in Q-Comp has grown dramatically since the evaluation law was approved, and last year about one-third of Minnesota's districts participated.This fall, teachers in Minneapolis agreed to join the system, while St. Paul union leaders rejected the district's request to sign on.The program was created to provide districts with more state aid and local tax authority to reward their best teachers. Last fiscal year, $76 million in state and local funds were spent on the program.But Q-Comp has morphed from a bonus system into one that funds extra training and rewards teachers who participate.A Pioneer Press analysis in March found 99 percent of the more than 10,000 metro teachers who participated in Q-Comp got a bonus.Greg Keith, state department of education director of school support, said Q-Comp and the new evaluation system have a lot of overlap. Districts with existing Q-Comp programs will have a "leg up" when it comes to crafting evaluation systems."It would be an understatement to say they are complementary," Keith said.Yet Q-Comp funding is set to run out, and it is unclear how the program would co-exist with the new teacher evaluations.PILOT PROGRAMSNo large metro school districts are participating in this year's test run of the state's evaluation system. Perpich Center for Arts Education, which runs an Arts High School and recently took over Crosswinds East Metro Arts & Science School in Woodbury, is the only metro district piloting the state's full evaluation model.In contrast, Prior Lake-Savage schools are piloting part of the system that measures student performance with seven reading specialists.Carlondrea Hines, principal of Perpich schools, said they participated so they could learn more about on how teachers using arts-based curriculum will be judged.Teachers generally support the program, Hines said, but they still have a lot of questions. Their biggest worry is how student achievement and engagement will be judged, especially as assessments and standards continue to change."To me, there are too many unknowns," Hines said, noting they just began the pilot program. "If some of those questions were answered I'd feel more comfortable."Similar concerns are coming up in Mahtomedi, where Rob Pontious, the district Q-Comp coordinator and a vocal music teacher, is working to help develop the district's evaluation system. Pontious recently attended a training session held by Education Minnesota.He supports the move to using students' academic growth rather than proficiency on an achievement test. Teachers face different challenges at each school and with each student, he said."You can't ignore the outside forces," Pontious said. "It's like holding your dentist responsible for the number of cavities you have."WORK IN PROGRESSThe myriad of questions and challenges surrounding teacher evaluations has nearly everyone involved agreeing the system that's rolled out in September 2014 won't be perfect. Supporters hope that won't be an excuse to make the system less rigorous."I think we'll get a good start," said Keith, from the education department. "I think the ideal would be to pilot something and refine it over a couple years. We don't have time for that."For Daly, the national education reform advocate, a deadline is a good thing."There's only so much you can do before you begin to implement," Daly said. In short, retiring without a purpose leads to atrophy of the body, mind and soul.People who sit around all day watching television, not interacting with others and who have no sense of purpose go downhill, and they do so quickly.It always seemed that the happiest retirees are the ones with something to do. They work part time, volunteer, maybe travel. But they have something to look forward to when they awake in the morning.This is becoming increasingly important as the 76 million baby boomers -- those born between 1946 and 1964 -- reach retirement age. Others opt for retiring in their 50s. Some do so by choice, some because of circumstances.I know one retiree who knew he was going to stop working while he was in his mid-50s. His industry had changed, his job had changed and he was no longer particularly thrilled with his career.He planned his transition. His largest concern was social interaction and how he would still get to socialize with adults. In his case, he joined a cycling club. This filled his social needs as he made a number of new friends and acquaintances and participated in various activities, aside from bike rides. It also helped improve his health as he lost a ton of weight.And now a few years into his retirement, he is looking at adding other activities into his life.Unfortunately, I have also known too many retirees who stop working and stop living.They go from working 60 h迷你倉urs a week to watching bad TV 60 hours a week.Their minds shut down, and then their bodies follow.Long ago, it seemed that the older people I knew were old and broken down. That might have been because many of them had physically demanding jobs such as in farm labor, factories or at ports. They would stop working at age 60 or 65 and be dead within five years. If they got beyond age 70, that was a big deal.But it was also their expectation that when they stopped working they stopped living. No hobbies, no part-time gig, not even a cause for which to volunteer. They had no sense of purpose. Nothing.Now I know a number of people older than 70 who are in great health, with great minds. And an octogenarian is in the midst of starting a business. Of course, they are the ones who are often the hardest to catch up with because they are the busiest.And some have not adopted technology, so they cannot be emailed or called on their cellphones. But that is another issue.I would hope to be in that latter group of active retirees -- that is, if I ever have the opportunity to retire. The topic is not something I think about often, as I have young daughters at home, and I need to continue working to finance their college educations. 張家振，存倉李正豪　　被外界戲稱為“滿城挖”的湖北省武漢市正在遭遇資金困局。　　9月15日，在武漢市白沙洲新城，幾位入住于萬科金色城市的居民向《中國經營報》記者抱怨，按照規劃，附近的白沙四路、白沙五路等道路在2009年就應該通車了，但截至目前還沒建成。　　記者在武漢市洪山區政府瞭解到，建設資金應該來自武漢市建委、武漢市城投公司的白沙四路等道路，因為城建資金緊張，2013年“暫無建設計劃”。　　白沙洲新城道路項目遭遇資金困局在武漢市並非孤例。本報記者調查得知，這座以“滿城挖”著稱的中部城市，在建設工地密度增大的同時，地方政府已是債台高築。　　根據武漢市城鄉建設委員會的最新統計數據，2013年武漢的工地數量高達11012個，這座面積為8494平方公里的城市，工地密度達到1.3個/平方公里。　　同時，記者從財政部湖北專員辦獲得的《對湖北省武漢市本級地方政府性債務管理的調查與思考》（下稱《調查與思考》）顯示，截至2012年6月30日，武漢債務餘額為2037.05億元，債務率已經超過美國最高警戒線的1.5倍。　　上述報告還顯示，武漢市2013年需要還本付息310.59億元，2014年則達到311.76億元，相當于最近兩年每天需償債1億元。　　在此背景下，武漢“城建攻堅五年計劃”資金壓力巨大——截至2013年7月底，這項投資總額8000億元的計劃，累計完成投資1873億元，還有6127億元仍然沒有著落。建設工地：11012個　　2013年武漢市的工地數量已經達到11012個，其中，市政基礎設施工地539個，房地產等建築工地10473個。　　“按照規劃，白沙洲新城範圍內的白沙四路、白沙五路等多條道路，早就應該建成通車了，但已經延後幾年了。”當地居民告訴記者，道路不通嚴重影響了居民的日常生活。　　記者在武漢市洪山區建設局瞭解到，全長1970米、工程總投資為2億元的白沙四路，按照規劃應該在2009年通車，但由於資金緊張，目前還沒有建成。　　全長184米的白沙五路“已完成前期工作，等到落實徵地拆遷資金之後即可�動項目建設”，“白沙四路、夾套河路、長征三路等道路因為武漢市、洪山區政府城建資金緊張，2013年暫無建設計劃。”武漢市洪山區政府人士告訴記者。　　以2009年提出建設“中部地區中心城市”為標誌，武漢在不斷拔高城市定位的同時，不斷加碼城建計劃，白沙洲新城道路項目的遭遇只是從側面反映了武漢市政府城建計劃面臨緊繃的資金壓力。　　據記者瞭解，國務院于2010年批復同意武漢建設“中部地區中心城市”，但到了2011年底，武漢又提出對標北京、上海、廣州等建設“國家中心城市”；到了2013年初，武漢又提出了建設“祖國立交橋”、成為“世界城市”的目標。　　城市定位提高的背後，伴隨著城建計劃的不斷加碼。根據武漢市“城建攻堅五年計劃”，從2012年到2016年的5年時間內，武漢市計劃投資8000億元，全力建設城際鐵路、港口、機場、地鐵、四環線、二環線、排水等基礎設施。但截至2013年7月底，武漢市累計完成“城建攻堅”投資1873億元，還有6127億元沒有著落。　　城建計劃不斷加碼的結果，則是建設工地的不斷增加。在2011年，武漢市已經成為全國最大的建築工地，以5000多個建設工地同時開工享譽全球。　　兩年過去了，武漢的建設工地增加了1倍。來自武漢市城鄉建設委員會的最新統計數據顯示，2013年武漢市的工地數量已經達到11012個，其中，市政基礎設施工地539個，房地產等建築工地10473個；而且未來幾年，武漢市的建設高峰還將持續，建設工地遍地開花的局面不會改觀。　　武漢市的總面積為8494平方公里，這表明瞭武漢市的工地密度已經高達1.3個/平方公里。債務率：相當于美國的1.5倍　　2013年和2014年武漢市政府的償債規模分別為310.59億元、311.76億元，這就意味著最近兩年每天都要償還大約1億元的債務。　　城市定位的提升，伴隨著城建的擴張；而城建計劃的加碼，帶來債務規模的擴大。　　據《調查與思考》顯示，從2010年到2012年6月，武漢市累計直接債務達到4371.85億元；從資金來源上來看，其中，銀行貸款為3763.65億元，比重為86%，發行債券為271.48億元，比重為6%，轉貸債務為93.32億元，比重為2%，專項借款為42.39億元，比重為1%，其他債務為201.02億元，比重為5%。　　2008年至2011年，武漢市政府負有償還責任的債務餘額分別為747.60億元、1328.09億元、1572.55億元、1435.28億元；而在同一時期，武漢市本級政府綜合財力分別為364.28億元、567.73億元、744.13億元、1058.22億元，債務率分別高達205%、234%、211%和136%。　　在國際上，比較通行的標準是，地方政府負債比例上限為100%，美國規定的地迷你倉政府負債比例不得超過120%，新西蘭的規定是150%，巴西的規定是200%；以2011年為例，武漢市的債務率相當于國際通行標準的1.36倍，相當于美國的1.5倍。　　據記者瞭解，國家審計署、財政部等部門正在進行新一輪的地方賬務審查，武漢從2012年至今的債務狀況還沒有具體的統計數據。但前述報告顯示，截至2012年6月30日，武漢的債務餘額為2037.05億元，其中，相比2011年年末的1964.47億元增加了72.58億元，增長的主要領域為地鐵債務和城投債務等。　　《調查與思考》還顯示，2013年和2014年是武漢市政府的償債高峰時期，其中，2013年償債規模為310.59億元，2014年償債規模為311.76億元，這就意味著最近兩年武漢市政府每天都要償還大約1億元的債務。　　近日，本報記者關於武漢地方債的相關問題發函致武漢相關部門，截至發稿前，未得到任何回複。　　按照武漢市過往的償債經驗，財政性資金是最重要的來源，占到償債資金來源的90%以上。而2012年武漢市的財政總收入為2093億元，其中，地方公共財政預算收入為828.58億元。也就是說，2013年和2014年，武漢市需要拿出接近40%的公共財政預算收入用于償還債務。　　另外一個值得警惕的現象是，武漢市政府性債務償還高度依賴土地收入。仍以2011年為例，武漢政府負有償還責任債務1435.28億元，土地出讓收入還債648.29億元，占比超過44%。　　“償債資金過度依賴于土地收入，很容易受到房地產調控政策和地方土地供求關係的影響，如果土地收入不能達到預期，償債資金來源就失去了保障。”武漢大學經濟與管理學院一位不願具名的財稅專家提醒，土地收入的不確定性給武漢市債務償還埋下了很大的潛在風險。爭議：“補課”or超前建設　　債務累積的必然結果就是地方政府加大賣地力度，通過賣地、引入民間投資等手段償還債務。　　對於武漢不斷提升城市定位、不斷加碼城建規模，在國內存在著很大的爭議。　　多位學者在接受本報記者採訪時表示，武漢市城市定位的不斷提升有拔苗助長之嫌，2010年下發的《國務院關於武漢市城市總體規劃的批復》顯示，武漢的城市定位為“我國中部地區的中心城市”；這是一個2010年至2020年的十年規劃，上述批復特別強調，“城市規劃區內的一切建設活動，都必須符合《武漢城市總體規劃（2010-2020年）的要求，任何單位和個人不得隨意改變”；但3年以來，武漢市城市定位已經兩度被拔高，2011年底，武漢市提出“建設國家中心城市”，2013年初，又提出了建設“祖國立交橋”、建設“世界城市”的新目標。　　也有專家認為，武漢市提出的城建擴張計劃其實是在“補課”。譬如武漢大學發展研究院院長李光在接受記者採訪時指出，在過去我國提出的“由沿海向內陸縱深發展”的階段，武漢錯過了很多發展機遇，目前提出的“復興大武漢，建設國家中心城市”的目標是恰當的。　　湖北省一位政經觀察人士在接受本報記者採訪時也表示，武漢不惜大規模舉債加速城市建設步伐的原因在於，當前武漢市領導層正在“補課”，希望在盡可能短的時間內彌補以往城市建設的不足。　　《調查與思考》也指出，由於過去武漢的城市建設歷史欠賬太多。但《調查與思考》分析也認為，雖然“從2008年到2011年，武漢市本級政府綜合財力的年均增長速度達到42.69%，高出政府負有償還責任的債務年均增長速度24.29%十八個百分點”，但“從債務餘額以及其增長趨勢看”，武漢市政府的“債務風險在持續加大”。　　前述湖北省政經觀察人士表示，債務累積的必然結果就是地方政府加大賣地力度，通過賣地、引入民間投資等手段償還債務，支撐大規模的城市建設。　　中國指數研究院（華中）市場研究總監李國政告訴本報記者，2012年武漢土地出讓金收入為949.9億元，同比增長61.2%，收益總額在全國排名第二，增幅全國第一；2013年截止到9月15日，武漢土地出讓金收入達到465億元，與去年同期相比是降低的。　　李國政表示，隨著城中村改造工程接近尾聲，武漢可供出讓的土地正在逐步減少，推地成本卻在逐步走高；以最近拍賣的武漢精武路地塊為例，面積約為273畝的該地塊以90.1億元成交，樓面價高達12617元/平方米，問鼎武漢總價、單價“雙料地王”，但該地塊拆遷費用就達到66.2億元，土地出讓金收入的空間正在縮小。　　“隨著地鐵不斷開通和生活配套設施的日益完善，中心城區土地價格還是有保障的。但是也不能忽視最壞的情況，一旦土地拍賣出現賣不掉的狀況，地方政府就很難承擔債務和利息。”李國政認為。　　為了緩解城建資金壓力，9月16日，武漢市城鄉建設委員會還組織召開“民營企業投融資暨項目對接座談會”，目的是為了“鼓勵民間資本以獨資、控股、參股、合資、合作、捐贈等方式依法開展投資活動”。據參會人員透露，因為基礎設施項目投資巨大，民營企業願意參與的較少。自存倉

前一階段網絡上數落過一陣子英國黑暗料理。和英國類似，迷你倉荷蘭人的日常食物實在讓人覺得乏善可陳。而如果讓我用一個詞語描繪對荷蘭飲食的總體感受的話，我會選擇“實用”。從荷蘭人食物的製作方法、味道以及他們對食物的態度來看，他們似乎確實不看重“吃”這事。跟南歐地中海國家相比，西歐的食物簡直可以用單調乏味來形容。對他們而言，吃的目的似乎只是為了果腹，並沒有必要享受其樂趣。荷蘭人餐桌上經常見到的食物無非麵包和奶酪。與中國人習慣去食堂或是餐廳吃午飯不同，很多荷蘭人的午飯是自己帶的，吐司麵包加切片奶酪基本上就是標配，跟日本人所驕傲的“媽媽的便當”沒法比。即便去餐廳，也就是點杯牛奶或是色拉，然後就大方地拿出自己的麵包奶酪吃起來。荷蘭人做菜的方法很“實用”，方法似乎只有三種:煮，炸，烤。如果這三種處理方法不能夠解決該食物的話，他們就只能生吃了……這跟咱中國煎炒烹炸燜溜熬燉等多種烹飪方式形成鮮明對比。在荷蘭的油炸食品很多。除了蔬菜，幾乎所有食物都可以一炸了之，而其中以炸薯條最為常見。在大多數餐廳，炸薯條多是作為主食搭配主菜。這裡的炸薯條大多是粗薯條，撒上少許鹽粒蘸蛋黃醬之後口感味道確實非常棒，但無奈實在是熱量高，因此不敢多吃。除了炸薯條，小吃店裡面所賣的小吃也盡是油炸食物。外表乍一看都是炸麵包粉金燦燦的顏色，裡面包裹的也大多是肉塊、肉泥或是奶酪等高熱量食物。或許燒烤體現了人類對祖先學會用火燒烤獵物的敬仰與崇拜，我發現全世界對燒烤都是無限熱愛。與我們中國百姓所熱愛的夜間大排檔路邊攤羊肉串兒燒烤不同，荷蘭人只找有陽光的大熱mini storage去公園或是湖邊燒烤。而他們的食材也遠不如我們的豐盛，一般也就肉、肉餅、肉腸，偶爾有些魚蝦……當然，對於燒烤而言啤酒是必不可少的。大快朵頤，觥籌交錯，全世界哪個角落都大抵如此吧。中國各省份飲食各有特色，或是喜辣，或是好清淡。如果讓我用一個詞語描繪荷蘭乃至大多數西歐國家食物的味道，我會用“甜”。甜蘊含著對能量(糖分)的原始渴望，又是個“實用”的主張。華夫餅、巧克力、糖果以及無數含糖飲料……在超市里稍微一不小心，就會買到一大堆甜食。即便是搭配食物的蘸醬，也多是甜口的。中國的煎餅要麼夾薄脆或是油條然後刷醬，要不就是打個雞蛋撒點蔥花榨菜。荷蘭的煎餅沒那麼複雜:要不就撒糖粉要不就直接澆焦糖，直接甜到哀傷，就連我這個喜甜的蘇州人都消受不起。“實用”還體現在荷蘭人對於食物熱量的態度。各種食物包裝上對熱量以及各種元素的標注也是越來越詳細的。吃一盆沙拉是多少熱量，兩片烤肉多少熱量。只要你願意，就可以算得清清楚楚。一個學營養的同事說算熱量這事兒看似有些奇怪，但確實能幫不少人注意食物攝入量，因為計算熱量之後就不難發現原來我們每天需要的熱量其實並不多，而一份垃圾食品套餐包含的熱量甚至夠成人一整天所需。我曾在之前的文章里提到荷蘭人愛運動，可還是有不少人超重。其實我們中國人口肥胖的趨勢也非常明顯，肥胖率幾乎已經趕超荷蘭了。如果稍加留意我們就會發現，中國人近年來的飲食習慣已經日趨西化。大家想想看自己是不是也跟荷蘭人一樣熱愛油炸、燒烤和甜食。如果對它們充滿愛的話，就不難想象自己必須得充分運動才能消耗掉多餘熱量，保持體形了吧。吳舟橋self storage

■本報記者王海燕水管、電線、電纜線等無序排列，迷你倉馬路常常“開膛破肚”；地下建築各自為政，彼此不連不通……日前，《上海市地下空間規劃建設管理條例（草案）》提交市人大常委會第7次會議首次審議，這些地下空間的開發利用難題將有望立法解決。避免橫向不連通“雖然本市地下空間開發利用起步較早，但缺少科學、系統的規劃，也沒有專門法規加以規範。”市人大城建環保委主任委員許德明說，目前本市地下建築數量雖多，卻呈碎片化狀態，布局分散，各自為政，不僅造成資源浪費，也使得全市地下空間的整體功能得不到有效發揮，甚至對後續的地下基礎設施建設造成阻礙。其中尤為突出的是地下空間互連互通的問題。當前，本市地下工程和設施之間橫向不連通問題比較突出，影響了地下空間整體使用效能。比如，陸家嘴高樓林立，各樓宇之間卻交通困難，想要走過去得繞好半天。目前已有地面天橋連通，上海中心建成後將有地下通道連接附近高樓及地鐵站。但如果當初規劃布局就考慮周全，那麼，現在的勾連難題就會避免。為改變地下空間橫向不連不通，草案提出四方面規定：一是控制性詳細規劃必須對地下交通設施之間、地下交通mini storage施與相鄰地下公共活動場所之間的互連互通作出具體規定；二是規土部門在核定地下工程規劃條件時，必須根據控制性詳細規劃明確相鄰地下工程和設施的具體連通要求；三是先行建設的地下建設項目必須按照規劃要求預留連通位置；四是後續建設的地下建設項目必須與先建的項目實施連通。此外，對於控制性詳細規劃和規劃條件未能提出連通要求的建設項目，《條例（草案）》鼓勵相鄰建設單位之間協商達成連通協議。管線納入監控目前，上海城市道路埋設有給水、排水、燃氣、電力、信息通信、熱力、航油管道等7大類23種管線，主要管線總長度約9.5萬公里。縱橫交錯的各類管線在地下形成了龐大、複雜的網絡系統；但是管網信息不全、數據失准的問題仍較為嚴重，不僅造成後續地下空間規劃制定缺乏可靠數據基礎，更導致建築施工過程中挖斷地下管線的事故時有發生。《條例（草案）》將“管線跟蹤測量制度”納入法定規範，要求建設單位必須在地下管線工程覆土前，通知測繪單位實施跟蹤測量，否則將承擔法律責任。同時，要求建設單位在申請地下建設工程竣工驗收時，向規土部門精確報送竣工圖、竣工測繪報告等紙質資料和電子數據。self storage

Challenger for $675,000, according to a press release from Kinlin Grover Commercial Real Estate.Jim Fox, of Kinlin Grover Commercial, represented both the buyer and seller.Dalton indicated earlier this year he hoped to redevelop the site into a mixed-use project, including offices, apartments and retail, Fox said.Fox referred questions regarding the latest plans for the site to Dalton, but said that during the sales process the developer was open to preserving some of the older parts of the structure.Dalton did not respond 迷你倉o requests for comment Thursday.The restaurant was foreclosed upon earlier this year.During the War of 1812, the British ship HMS Nimrod fired on Falmouth after the town refused to give up its cannons. But plant them in the fall, and they'll bring pretty posies in the spring.Perennial bulbs, including many daffodils and leucojums, will bloom year after year. Annuals such as anemones and tulips are a one-time beauty show.More is better when planting bulbs. Group for greater impact and surround them with cool-season annual companions such as forget-me-nots, violas, English daisies, alyssum, petunias, primroses and edging lobelia.Bulbs are fairly easy to grow given a raised bed of fertile, well-draining soil. Work the soil several inches down, adding humus to boost nutrients, friability and drainage.Garden Club of Houston member Dodie Jackson has learned several tricks while growing bulbs for years in the upper Gulf Coast climate.Here's what she says about some local favorites:AmaryllisSoftball-size amaryllises are clothed in papery tunics and among the more handsome bulbs. Those planted with soil just covering their tops will naturalize, providing large trumpet-shaped blooms each spring. But over time, the huge, heavy bulbs sink in clay soil, Jackson says, resulting in loss of blooms. Her remedy to avoid the downward drift: Place a square piece of tile or the bottom of a plastic strawberry basket beneath the bulb when planting.Forcing amaryllis for the holidays is a tradition for many gardeners. But starting the process by mid-October results in big blooms at Thanksgiving, Jackson says. Just place a 3-inch layer of rocks in a tall glass cylinder vase; pour in 1 1/2 inch water. Place the bulb on top of the rocks. The bulb will sense the water, and roots, then flower stems and foliage will grow."The cylinder vase will keep the stem from bending or breaking, and the look is very organic, as one will see the root system, the bulb, any foliage and the bloom," Jackson says.Double 'White Peacock' and dwarf 'Lemon Lime' are good amaryllises for forcing, she says.A video on forcing amaryllis in soil is available at gchouston.org.Several amaryllis cultivars will be available at the club's Bulb and Plant Mart, Oct. 4-5 at the Holly Hall Retirement Community, 2000 Holly Hall.DaffodilsDaffodils (Narcissus sp.) are among the most reliable repeat spring bloomers in this area -- if the squirrels don't rob your buried treasure.To outfox them: Dig holes about twice the depth of the bulbs' height and add 1 inch of sand. Place the daffodils on the sand and refill to the bulb shoulders. Place chicken wire over the bulbs and secure with 6-inch U-clips. Complete refilling. There should be 2 inches of soil above the bulb shoulders. The daffodil foliage a迷你倉d flower stalks will grow through the wire.Plant in November to enjoy blooms in late winter and spring.Three great daffodils for the Houston area:'Erlicheer' -- A highly fragrant variety that can be forced inside for the holidays, this 14-inch-tall multiflowering double has white petals and creamy pale-yellow cups.'Carlton' -- This popular heirloom has a large orange corona surrounded by bright-yellow petals. A midseason vanilla-scented bloomer, it also forces well. Mature height is about 20 inches.'Fortune' -- Another large-cupped type, this mid- to late-season bloomer is a soft yellow and about 17 inches tall.Fertilize after the plants bloom and allow the foliage to die naturally to replenish the bulbs. Don't tie dying daffodil leaves as it can restrict the transfer of nutrients to the bulbs, Jackson says.TulipsHeat is the tulip's worst enemy, Jackson says. Hmm, that's a problem in Houston. However, the bulbs are easily fooled: Refrigerate them six to eight weeks before planting to give them the cold they need to bloom. Buy large, firm bulbs this fall, and store in mesh bags or panty hose on an open shelf in the fridge. Do not store in the fruit and vegetables bin because those foods can emit ethylene gas that destroys the bulbs.Even so, winter can turn quite warm."If we get a usual mid-February heat wave, one can place ice around the base of a clump of tulips to keep them cool or gently mist them during the heat of the day," she says."I plant the first week in January to try to avoid any February heat wave," Jackson says. "If planted that week, you can have blooms for Valentine's Day. Just think of a garden choked full of red tulips on Valentine's Day. It makes me swoon!"Or imagine sweeps of 'Monte Carlo,' a yellow, fragrant peonylike tulip that blooms roughly 45 to 50 days after planting. This Bulb Mart favorite and 'World Expression' and 'World Peace' will be available at the October two-day sale.Grape hyacinthsThese intensely colored, slightly fragrant old-fashioned bulbs are often considered perennials. So plant en masse October through November and exclaim over the violet-blue, urn-shaped blooms packed in elongated clusters on 6- to 8-inch stems from February to March.Trouble is, while the foliage returns, the flowers are often no-shows the second year.
