After coming to America on a J-1 visa herself three years ago, she met her husband online and now lives in Dennis. That first summer, Taylor saw a "deep need" for assistance to the hundreds of international workers with J-1 visas who come to the Cape in the summer, she said."The world is coming to us," she said of the more than 1,000 students from more than 30 countries who come to Cape Cod each summer.Taylor met a Russian man who had lost his job because he couldn't speak English and realized there was a need to educate international visitors, especially young people, she said.So with the help of four churches across the Cape, Taylor got the program rolling, she said.On June 5 of this year the group hosted "Hello Summer," which brought students on J-1 visas and experts in a number of fields together with the goal of teaching young people valuable skills, Taylor said.Local representatives from police departments, banks, health care facilities and public transportation groups offered information to the foreign workers, such as bicycle safety and where to seek medical attention, Taylor said. "The purpose is to equip them for a successful summer," she said.Coming to Cape Cod from a city with a population of 20 million was quite an adjustment for Yehya Mamdouh, 23, of迷你倉Cairo, Egypt.In his mind, the Cape was going to be "like Miami Beach," he said. The reality was far different, he said.The heavy retiree population surprised Mamdouh, as did how geographically large and spread out the Cape is. "Getting around was tough. Transportation was not available," he said. His primary transportation was his bicycle.Living in East Harwich and working at Ocean Edge, then Chatham Bars Inn, then Eastward Ho!, Mamdouh said meeting people from all over the world was one of the best parts of his summer.But he also ran into some level of ignorance about what life is like in Egypt, he said. "They asked me, 'Do you have cars in Egypt?'" he said. "No, I get to work by donkey," he said, sarcastically. "Some people think we're Bedouins living in tents."But Mamdouh was also able to educate others about his home country, he said. His news-addicted boss was following the recent political upheaval in Egypt and asked Mamdouh to inform him about it, he said. "He told me to take a day off and I just came into his office and explained everything," he said.A Cape Cod summer wouldn't be complete without seafood and the beach, which Andris called two of her favorite things about her visit."Here, everything is based on seafood," she said. She kept seeing chowder offered at nearly every restaurant and decided to try it, she said. "Oh my God, I love this!" Andris said after her first taste.During her time here, Andris got to know the fickle weather, she said. "It's sunny then stormy, stormy then sunny." She relayed a saying from her boss about Cape Cod weather that made her sound like a local. "If you don't like it, wait five minutes."Andris hopes to visit Provincetown before heading back home in about a week. Brian Humphreys of the Kanawha County Sheriff's Department said a Con-Way Freight tractor-trailer was heading east along the 3100 block of Dupont Avenue in Dupont City, near Belle, just before 3 a.m. when the driver hit a pedestrian.The driver told authorities he saw a man walking east in the westbound lane just before the accident. He said something darted in front of the truck as he was passing the man.Humphreys said the driver stopped and began searching with his flashli迷你倉ht, and found the man in a ditch. He said the victim was taken to CAMC General Hospital with non-life-threatening injuries, and was conscious and talking.Humphreys said the truck driver showed no signs of drug or alcohol use. A precautionary blood test showed he had absolutely no alcohol in his system, Humphreys said.Names of the driver and victim have not yet been released. What outcomes do you expect to achieve from this visit?The friendly relationship between China and Turk- menistan dates back a long time. h e commercial and T cultural exchanges along the ancient Silk Road have laid a solid founda- tion for the traditional friendship between the two countries. Since the establishment of diplomatic ties in 1992, bilateral relations have come a long way. Last year, two-way trade reached a record $10.3 billion and growth rose more than 100-fold in seven years. h e two sides both have communicated and coordinated ef ectively with the United Nations and with regards to Central Asian af airs. Both have i rmly upheld their common strategic interests. China is satisi ed with the achievements in its relations with Turkmenistan.Energy cooperation is the hall- mark of China-Turkmenistan rela- tions and speaks to the high level of political mutual trust between the two sides. h e two countries success- fully carried out major joint projects, such as in trade of natural gas as well as the construction of the China- Central Asia gas pipeline. h e China- Central Asia gas pipeline is currently linked up with the second line of China’s west-to-east gas transmission project. Together, they form the lon- gest natural gas pipeline in the world.h e natural gas from Turkmenistan at the heart of Central Asia will now be transported across a distance of more than 8,000 kilometers, crossing mountains and rivers, to reach the Pacii c coastline. It is a i ne example of international energy cooperation and the epitome of the friendship between the Chinese and Turkmen people.China, a major energy consumer, and Turkmenistan, a major energy producer, have a natural advantage in energy resources. h ere is also great potential for cooperation on energy projects between both sides. China is aiming to expand construction on the current pipeline and increase trade in natural gas with Turkmeni- stan in line with the principles of equality, mutual benei t and win-win cooperation. h e two sides are look- ing to expand bilateral cooperation in energy exploration and develop- ment as well as in the oil and gas chemical industry. What are the future prospects for China’s econ- omy? Will China adopt any new measures to stabilize economic growth?The fundamentals of Chi- na’s economy are sound.In the i rst half of this year, China’s GDP grew by 7.6 percent, which was relatively high compared with other countries. In fact, the growth rate could have been higher had we continued with the previous development model. But we chose to implement a macro-eco- nomic policy under which we will continue to press ahead with adjust- ments to the economic structure in order to transform and upgrade the economy. We would rather bring the growth rate down in order to solve fundamental problems hindering our economic development over the long term. With this new path, the current rate of growth resulted from sound adjustments.Domestic demand accounted for 7.5 percentage points in the 7.6-per- cent growth rate, and our current account surplus is now within an internationally recognized range.We have focused on improving our social security policy. We have also stabilized and expanded employment, providing 7.25 million new jobs in the i rst half of this year. We are indeed confronted with dii culties, such as debt in local governments and overca- pacity in several industries, but these problems are well within our control and can be handled properly.China’s economy, the second-larg- est in the world, is highly integrated with the global economy. China’s eco- nomic development has contributed signii cantly to the global economic recovery. A China that has a stable economic performance, higher qual- ity of growth and better prospects for sustainable growth undoubtedly bodes well for the world economy.Economic conditions in China will allow the nation to realize an eco- nomic development that is sustain- able and sound. This, in turn, will expand the market for other coun- tries and generate a positive spillover ef ect for the global economy.You will have a bilateral meeting with President Vladimir Putin on the sidelines of the G20 St. Peters- burg Summit. What expectations do you have for this summit? How do you see the work Russia has done in hosting the summit?Iam very much looking forward to meeting my old friend Presi- dent Putin in St. Petersburg. As I said during my visit to Rus- sia last March, I hope we will seize the opportunity of an early spring to plough and reap a bumper harvest not only for bilateral relations but also for peace and development in the world.It is heartening to note that both sides are working hard to implement the agreements President Putin and I reached in Moscow. China hopes the St. Pete迷你倉sburg summit will focus on growth and employment to promote closer partnerships among G20 members, strengthen coordina- tion among macro-economic poli- cies and usher in a brighter future for the global economy.First, G20 members should adopt responsible macro-economic poli- cies. It is important that each country should, i rst and foremost, manage its own af airs well, keep its own eco- nomic house in order, and enhance economic competitiveness through vigorous structural reforms. With this in mind, parties should further coordination between various poli- cies, make sure that the spillover effect of their policies are positive and work together to meet the major risks and challenges in international economic and i nancial i elds.Second, the G20 should uphold and promote greater openness in the global economy. Countries should categorically oppose protection- ism in all forms, advocate an early resolution to the Doha Round of negotiations and safeguard a free, and open a non-discriminatory multilateral trading system. Ef orts should be made to deepen economic integration between countries, build a global value chain and avoid any fragmentation of markets and trad- ing systems. h is will help all coun- tries to develop.Third, the G20 should work to improve global economic gover- nance. It should continue to amplify the voices and strengthen the repre- sentation of emerging markets and developing countries. In particu- lar, it should ei ciently implement reform plans for the IMF’s voting and governance systems and expedite the IMF’s adjustments to not only how voting power is distributed but also for the next round of its general review of quotas by January. It should also review the basket of currencies for special drawing rights as sched- uled for 2015.Fourth, the G20 should strive to be a development partner for develop- ing countries. It should fully harness its own advantages and demonstrate greater political commitment in the search for solutions to global devel- opment issues. It should forge more effective global partnerships and mobilize more economic resources to tackle a greater number of devel- opment challenges.What has made it possible for the G20 Leaders’ Summit to play an important role in tackling the inter- national ? nancial crisis? How is the G20 dif erent from other mecha- nisms for international economic cooperation? What is China’s view on the G20’s role in the present- day world?The G20 consists of both developed countries and emerging economies. It operates on consensus and rel ects the changing economic land- scape across the world as well as shit s in international economic relations.At er the outbreak of the interna- tional i nancial crisis in 2008, the G20 was dei ned as the premier forum for international economic cooperation.As such, it has encouraged greater international coordination on mac- ro-economic policies. It has taken a number of major steps and gradually lit ed the global economy out of the shadows of the financial crisis. In addition, it has advocated a reform of the quota system in the IMF and the voting rights system in the World Bank, established a more representa- tive Financial Stability Board and supported the World Trade Organi- zation in playing a central role in the multilateral trading system. By doing so, it has made important contribu- tions to the improvement of global economic governance.Right now, the G20 is in transition from being in a crisis management position to one that is dedicated to long-term economic governance. What can the two countries do to meet the bilateral trade target of $40 billion by 2015 and how will they cooperate in sectors that are not related to resources? China and Kazakhstan are comprehensive strategic partners. What are your views and suggestions for bilateral cooperation on international and regional issues?China and Kazakhstan are friendly neighbors and comprehensive strategic partners. Since the estab- lishment of diplomatic ties 21 years ago, bilateral relations have main- tained sound, rapid and steady devel- opment. Both rank the relationship high on their foreign policy prior- ity lists. It is fair to say that the rela- tionship is now at its peak and the strategic partnership between the two countries faces unprecedented opportunities for growth.The continued expansion of China-Kazakhstan cooperation is essential to the foundation of the partnership. Recent years have seen robust growth in bilateral economic cooperation and trade. China is now Kazakhstan’s largest trading partner, and Kazakhstan is China’s second- largest trading partner in the CIS region. In 2012, two-way trade reached $2.875 billion, more than 50 times the amount of trade com- pleted in the early days of diplomatic relations. China is now Uzbekistan’ssecond-largest trading partner and its biggest source of foreign invest- ment. h e China-Uzbekistan stra- tegic partnership is brimming with vigor and vitality. China will, with long-term interests and the need for growth in bilateral relations in mind, work with Uzbekistan to take bilat- eral ties to new heights.Both China and Uzbekistan boast rich histories and splendid cultures.More than 2,000 years ago, the Chi- nese and Uzbek peoples opened the Silk Road together. Today, both countries are striving to jointly revive the Silk Road. By using their geo- graphic advantages, economic simi- larities and close historical ties, the two countries will be able to work actively together in many areas.First, in terms of infrastructure, China is ready to cooperate with Uzbekistan in rail, road and air trans- portation. A two-year-old girl was made ill by a transfusion of contaminated blood at the Prince of Wales Hospital.儲存The case echoes an earlier case of contaminated blood in a transfusion at Tuen Mun Hospital after which a man aged 52 died.The girl’s reaction to the transfusion manifested in symptoms including fever, low blood pressure, an elevated heartbeat and skin rashes on August 15 when she received a resection procedure for a pancreatic tumour at the hospital, a spokesman for the Red Cross Blood Transfusion Service said.The girl was treated with a steroid, antibiotics and drugs to raise her blood pressure and her symptoms gradually subsided.She was asymptomatic last night and in stable condition.A lab test isolated the common bacteria Pseudomonas fluorescens in her blood and in the bag of blood used for the transfusion.It was found that the blood had been stored at the hospital blood bank since July 26 before being transported to the operating theatre on the day of the transfusion.Traces of the bacteria were also found on the surface of an expired blood bag at the blood bank.The Red Cross Blood Transfusion Service has reviewed all blood disinfection procedures and blood products without finding any abnormality, but two samples taken from workstations also tested posi新蒲崗迷你倉ive for the bacteria.The Hospital Authority said microbiologist Professor Yuen Kwok-yung from the University of Hong Kong, asked to probe the case, found no conclusive evidence of how the bacteria entered the blood bag, but he said the bacteria might have entered through invisible micro-cracks in the tubing attached to the bag.Yuen also pointed out that water condensate could form on the surface of a blood bag after it was taken out of a refrigerator. Do a Google search for "New Mexico medical marijuana dispensary."Looking for a doctor who specializes in certifying patients for medical marijuana use?Do a Google search for "New Mexico medical marijuana doctor."Six years after implementation of the state's medical marijuana program, most, if not all, of the licensed 23 pot dispensaries and many of the doctors are out of the closet. Yet the New Mexico Health Department continues to shroud the program in secrecy. Under its rules for the program, the department not only refuses to release the names of the licensed nonprofit dispensaries, but the names of the people associated with the dispensaries, which produce and sell medical marijuana.Several years ago, the Health Department did provide arrest records for people associated with organizations seeking dispensary licenses but blacked out the names. The records showed arrests and/or convictions for prostitution, drug dealing and other crimes. We don't know whether any of those with criminal records ended up working in licensed dispensaries.Department spokesman Kenny Vigil says that despite the names and addresses of dispensaries being available on the Internet and elsewhere, the agency has no plans to revoke the confidentiality rule."The product is for patients and there is no reason for the general public to know about these locations," Vigil said in an email. "One reason for the confidentiality provision is security of producers and patients."Some producers have made their contact information public; but even in those cases, they don't typically make their production locations public. Producer information can also lead to the discovery of patient information."The Health Department does provide a list of licensed dispensaries to patients whose doctor certifications for use of medical marijuana are approved by the department.Rules for the medical marijuana program require the department to maintain a confidential file that includes the names of doctors who certify patients, but the department says it doesn't currently compile reports on the number of patients certified by each doctor.My Journal colleague Colleen Heild reported last month on testimony before the state Medical Board that doctors have certified patients over the phone or via Skype.A total of 965 medical providers have cer迷你倉ified patients for medical marijuana use since the program began, according to the Health Department, but some doctors are certifying a disproportionate share. A doctor recently disciplined by the Medical Board said he certified more than 1,000 people.Knowing which doctors are certifying large numbers of patients could help explain why some counties have high rates of enrollment in the medical marijuana program.For example, Sierra and Mora counties each have about 13 patients in the program per 1,000 residents, according to my analysis of Health Department data. The statewide rate is fewer than 5 patients per 1,000 people. Some counties have rates as low as 1 per 1,000.Vigil said any attempt by the department to explain why enrollment rates vary widely among counties would be speculation.Supporters of the medical marijuana program have said that disclosing names of certifying doctors could have a chilling effect on those doctors because pot production, sales and possession remain illegal under federal law.But the U.S. Department of Justice made it clear just last week that it isn't interested in challenging state laws that allow for medical and recreational use of marijuana as long as use is strictly regulated to avoid sales to minors, drug trafficking and other major problems.As of July 31, there were 9,607 patients in the New Mexico medical marijuana program. Post-traumatic stress disorder is the top qualifying condition for the program, with 4,068, or more than 40 percent, of the patients. During the crime, Castellano-Espinoza also pinned an elderly woman under his vehicle. Thaddeus McCotter stepped down amid a petition signature scandal, was not mentioned in Trott's e-mail.But the e-mail said that the district -- which includes portions of Oakland and Wayne counties -- needs a "leader with a proven record of job creation and problem-solving abilities.""Please join me, and let's get the right voice in Washington," the e-mail read.Last year, when it became apparent that largely unknown Bentivolio was set to win in a newly drawn district that leaned even more heavily Republican than before, former state Rep. Reading the market seems to be key to success of global service office providerBy WEI TIAN in Shanghaiweitian@chinadaily.自存倉com.cnBelgium-based Oleon NV, a leading producer of oleochemicals — chemicals derived from plant and animal fats — in Europe, has the largest market share in Europe but it was only last year that it launched its first brand in China, with a team of just three people.Their office is located in a Regus business center in Lujiazui, Shanghai and the decision to do so is part of a growing trend in China, where flexibility is essential in today’s business climate.“The period of reckless expansion for foreign companies in China is coming to an end,” said Jason Ye, China general manager for Oleon NV. “Nowadays, the expansion to new markets such as China is mainly to compensate for the effects of economic turmoil.”Ye’s team share the floor with dozens of other small IT and trading companies that are all clients of Regus holding different leases. They share meeting rooms, a central reception, a business lounge and a pantry with coffee, tea and so on.Despite the small size of the team, Ye said he is looking to expand Oleon’s annual sales in China to $30 million within the next three to five years, cashing in on the huge market potential for high-end industrial products in the wake of an increasing national income.Surging office rentals in China’s largest cities and a greater focus on costs amid a sluggish economy are reshaping companies’ demands for their workplace, with efficiency and flexibility becoming keywords.“Office rentals in Beijing are now among the most expensive in the world,” said Leijten.Beijing Financial Street and Jianguomen Central Business District in China’s capital city ranked third and fourth as the world’s most expensive office areas in the first half of 2013, after Hong Kong Central and London’s West End, according to a semi-annual costs survey by CBRE Global Research and Consulting.Pudong and Puxi, two prime downtown business districts in Shanghai, were among the top 20 in the league.According to Leijten, the average cost to rent a prime office in first-tier cities is still on the rise. In Beijing, the rent for one square meter per month has increased from 200 yuan ($33) to 350 yuan, up 75 percent, over the past two years.With robust demand and low supply in downtown areas, he said the high-end office leasing market will remain stable and there is no likelihood rent prices will fall in the CBDs.On the other hand, with the US and European economies remaining weak and the Chinese economy experiencing a mild slowdown, “companies tend to be more cautious with big and long-term fixed rents and investments”, said Leijten, who is ready to tap into the opportunities he sees in the mismatch in the market.Most multinationals set up their first office in China with only three to five people, but the minimum space of a conventional office in a grade-A office building is normally 200 square meters, bonded to a three-year lease contract, said Leijten.“The moment you sign up for a lease for three years, it means your business is committed in size and location for three years. That’s obviously not an option for companies entering new markets or uncertain about their future, that want more flexibility and control over their costs.”Working in a business center also saves companies from handling other costs such as property management, electricity, air-conditioning, cleaning, maintenance and reception and pantry services, he said, adding that using Regus can save up to 65 percent of costs compared with a conventional office.“For foreign companies entering China or Chinese companies going overseas, Regus can significantly lower the entry barriers, especially for companies that start small and don’t know exactly how the expansion will develop.”The caution of multinationals has helped Regus take some bold steps in China over the past years. Regus’ portfolio in China has been growing at 60 to 80 percent a year over the past few years, with a growing share coming from Chinese clients, according to Leijten, a Sinophile whose wife is from Shanghai.Changing CultureA small but efficient office at a business center has also become a more popular choice among Chinese companies, who used to regard their workplace very seriously.“Twenty years ago Chinese companies used to buy their offices and say: ‘Look, this is my office’ as evidence of their success to clients. But it’s becoming more and more impractical, especially with rocketing prices in the commercial property and the changing needs for the size and location of office space,” said Leijten.“Clients are not impressed just by big desks any more. They attach more importance to real performance.”As a result, business centers with small units in good locations have become more popular among service providers, such as Bie Junlin, who runs Shanghai Qiu Duan Trading Co, a service provider for high-end construction projects.“We are a small enterprise. Being able to focus on our business is essential to us,” Bie said.“Business centers suit our needs and budget perfectly. It’s also convenient to be situated in a central location, especially with access to some of the largest trading and exhibition centers in the city,” he added.The changing attitude also applies to Chinese companies going overseas.With a changing economic landscape and bigger focus on efficiency, extravagant spending in setting up an overseas presence is being replaced by limited investment and a flexible setup.“In this way, the going-overseas decision can be made more quickly because the opportunity cost is much lower,” Leijten said, adding that Regus business centers are also the choice of Chinese companies such as Baidu Inc when expanding overse迷你倉新蒲崗s.According to Leijten, who has more than 20 years of experiences in the service industry and who before joining Regus worked at Air France and KLM Royal Dutch Airlines, 70 to 80 percent of Regus’ clients in China were foreign companies 10 years ago. “But now we’re tipping over to the Chinese side. Now it’s 50-50 between foreign and Chinese companies.“Most global fortune 500 companies use Regus across the world, including many locations in China. The share of internationally operating Chinese companies using Regus worldwide is still behind those from developed countries. I expect this to change in the near future.”DecentralizationThe Chinese economy is experiencing its lowest expansion rate in years, but Leijten views the slowdown as a result of less infrastructure investment and construction. However, domestic consumption and the service sector are on the rise, therefore business expansion is still on the cards for many companies.Regus currently operates in 1,500 locations in 600 cities worldwide, but has a presence in just 60 locations in 17 cities in China.“That’s not a lot for the world’s second largest economy. We need to grow,” Leijten said.Regus’ expansion will be in line with the decentralization strategy adopted by domestic and foreign companies.“In first-tier cities, multinational companies are retreating from the CBD to areas further out where there is an increasing supply and more reasonable prices. This will become a bigger trend in the years to come,” he said.In Shanghai, where Regus set up its first business center in the 420-meter landmark Jinmao Plaza, the company is distributing more services across wider areas of the city, such as in Yangpu, Putuo, Minghang and Hongqiao districts, where Leijten said he sees an increasing demand.Tier two and tier three cities are also the focus for future expansion, as startup companies grow fast and foreign companies also send more of their people around the country, he said, adding that he was in Ningbo recently to cut the ribbon for the opening of his company’s latest branch.“The domestic market is developing quickly and Chinese companies are also expanding to more cities to stay close to their customers,” Leijten said. “There are 132 cities in China with a population of more than 1 million so the potential is huge.”ChallengesAlthough it is a popular choice for more and more businesses, the flexible working environment provided by Regus business centers is sometimes misused.In 2012, an organization called World Luxury Association was exposed by the Chinese media as being involved in fraudulent activities, using sham publicity to make illicit profits.Registered with a Regus business center in Beijing, the group claimed on its websites its Regus’ business address as its own address to impress clients, Southern Weekly reported.“We do not check the criminal records of our clients. That is not our job. But we comply with the legal requirements of any landlord. We keep a copy of our tenants’ business registration’ or identification documents,” Leijten said.“Regus has a specific clause in the service agreement with the client that states that our clients must comply with the law or Regus can terminate the agreement immediately.”In his six years of working with Regus in China, Leijten said he had seen thousands of companies but only encountered one or two cases where a client was involved in unlawful practices.“The concept of flexibility and being able to start up your business more quickly is key for 99.9 percent of our clients.
